MP TESO SOUTH CONSTITUENCY 2017

I greet you all in the name of our lord Jesus Christ,

The 2017 general election will be and must be a turning point for Teso South Constituency, this will be a year for great change so that we realise meaningful transformation and progress.

2017 will be the year to say NO to non progessive leadership

It is worth noting that in the 1960’s Kenya was at par with most of todays stable ceconomies such as Korea among others, it is due to moribund and non progessive leadership at the Ward, Constituency & national level – the kind that shall exit in the coming election. 

The year 2017 should thus see sober minded personalities with proper strategies to address the plight of the citizens who are currently saddled with heavy taxes and poverty. 

Teso South Constituency on its part has suffered massive neglect as the outgoing leadership has completely ignored other stakeholders and development partners, more so the County Government as well as local NGOs and community elites.  2017 shall thus be the time to beak free from the bondages of poverty, impunity, misrule and a clue less leadership in Teso South.

My candidature is anchored on the following goals and objectives

1.     EDUCATION

Education is no doubt the foundation of any successful and great society, hence I pledge to oversee an increased investment in educational infrastructure (classrooms, dorms & laboratories in our schools)

I shall implement an EDUCATION FOR ALL masterplan that shall ensure all bright but needy children access busaries and all possible support. 

I shall also ensure that Technical and Vocational Training centers are set up in each ward so that we can train developers, producers, manufacturers, doers and farmers and not just educated people.

2.     HEALTH

It is sad that we continue losing lives due to preventable as well as treatable ailments. I commit myself to ensuring that we have fully stocked and operational public health centers in each ward so that our people can access first class medical services.

I shall also partner with NGOs so that we can have bi annual free dental and free eye medical camps (to address preventable blindness) as well as the distribution of mosquito nets to expectant mothers.

I will also ensure that County Government public health teams provide latrines at all market centers as well as slaughterhouses.

3.     WEALTH CREATION & POVERTY ALLEVIATION

Poverty remains one of our people’s greatest hurdles – I intend to bring in special programmes such as grants for organised and registered youth and women groups for enterprenuership.  

4.     SECURITY

I am of the opinion that all criminals do operate from somewhere, they have neighboures and friends – this informs my resolve to fully support community policing. As well as lobbying for the transfer of corrupt and inefficient police officers.

I will also ensure that all market centers are dully lighted, by installing floodlights so as to deter petty crime and break ins into shops.

5.     WOMEN & YOUTH EMPOWERMENT

My administration will ensure that there is no outsourcing of labour - local youth and women groups will be the first ones to be considered for all tenders and constituency assignments.

I shall also arrange for mentorship rallies and camps for the youths where they will benefit from among other things career guidance, entereprenuership sklls etc.

I shall also personally help the youths find and secure markets for their produce.

Teso South Constituency shall no doubt lead the way in Busia County and in the Country at large in demonstrating that youth empowerment can indeed be achieved in just a few years.

6.     INFRASTRUCTURAL DEVELOPMENT

I shall ensure that Teso South Constituency has adequate infrastructure to propel it to prosperity.

Good roads for instance are a necessity for the potential of any locality to be fully exploited, hence my time in office will see the upgrading and proper maintainance of all access and feeder roads.

I shall also oversee the revival of ginneries as well as other local industries.

7.     WATER

Our mothers, wives and sisters need not travel long distances in search of water and even endure long ques, hence long hours wasted. I shall ensure that distances to water sources are reduced by half and other techniques such as rain water harvesting embraced (via distribution of giant plastic tanks)

8.     FOOD SECURITY

Hunger and starvation need to be a thing of the past if appropriate strategies are put in place, I for starters shall arrange for subsidized farm inputs (from the National Cereals & Produce Board), the County Government tractors shall also be put to full use by helping plough farmlands.

I shall also push for the commercialisation of agriculture in the constituency so that our people get to practice rabbit keeping, fish farming, floriculture, mushroom farming as well as fruit farming so that fruits such as avocados, guavas & mangoes are commercially produced.

I shall also strengthen partnerships wth NGOs such as Once Acre fund so that our people can get the relevant expertise. 

9.     TRANSPARENCY

My leadership shall be consensus and consultation based. I shall apply an all inclusive policy in the administration of constituency affairs. The church as well as community elders shall have a big say in ALL projects 

10.                        HOUSING

In the spirit of bettering education and healthcare in the constituency - i shall initiate projects to ensure that ALL high school teachers are housed in the schools they teach.   Nurses and doctors in the health centers shall also be provided for residential quarters.

11.                        ACCOUNTABILITY

I believe in being answerable to those that I serve – I shall thus streamling the management of CDF for the benefit of ALL Teso South constituents.

ALL my initiatives shall be guided by work plans that are time bound and shared with the constituents. ALL stakeholders shall be dully consulted and updated on all projects. NGOs shall also be encouraged to monitor, evaluate and supervise ALL CDF projects.

12.                        ANTI CORRUPTION

Punda amechoka – hence I say enough is enough to corrupt practices in the CDF management. I will for starters ensure that all CDF committee officials are not allowed to own companies which win tenders or participate in any business dealings with the constituency. 

13.                        CULTURE PRESERVATION & PROMOTION

I shall initiate the setting up of a cultural center that not only attracts tourists to sample our culture, but one that focuses on documenting and preserving our cultural heritage via drama , theatre, songs etc

14.                        INVESTMENT PROMOTION & ATTRACTION

The backbone of modern societies lies in commerce and enterprise – I shall thus strive to position and brand Teso South Constituency as the preferred investment destination in western Kenya. This shall be realised by creating an enabling business environment.

15.                        COOPERATIVE DEVELOPMENT

I shall oversee the strengthening of the cooperative movement in the constituency by empowering existing CBOs and Self Help Groups and helping them upgrade to cooperatives 

16.                        SPORTS & TALENT PROMOTION

I shall work to ensure the commercialization of sports, so that the youths don’t just engage in sports to keep fit but also to earn a living. I shall provide sporting facilities so as to help nurture talent, I shall scout for talent and link the youhs to promoters and producers. So that we also nurture proffessional and international athletes, actors, poets etc. the talent we usually witness during highschool drama and sports festivals need not go to waste. I shall also help these youth join national teams (hockey, handball, tennis etc)

17.                        ENVIROMENTAL PRESERVATION & CONSERVATION

Incase we destroy planet earth, we have no plan B, or an alternative planet to move to !.

This informs my resolve to support foresty, enviromental conservation and recycling initiatives.  I shall work for a GREEN constituency via promotion of agroforestry among other initiatives.

18.                        JOB CREATION

Unemployment is one problem I promise to take head-on  –  I shall promote small scale enterprenuership in areas such as ICT as one of the panaceas.

I shall also launch a HR database for the Constituency that shall be shared with employers both in and out of the country to help our people secure attachments and placements.

By 2020 a huge number of youths shall have secured gainful and sustainable employment. 

19.                        ELECTRIFICATION

By 2019 I shall have overseen the connection of 10,000 homes to the electric grid (courtesy of the rural electrification programme)

I shall also ensure that market centers, ALL schools, hospitals and other public institutions are connected to electricity

20.                        EFFECTIVE PARLIAMENTARY PARTICIPATION

The core task of an MP is legislation and law making – I shall be aggressive in initiating legislation that is pro poor and that benefits my constituents as well as the entire country.

Immediately am sworn in, I shall prepare the following pieces of legislation

-          Reducing MPs perks and salaries

-          Pushing for police reforms implementation in full

-          A bill seeking to compell the sate to secure ¼ of all public positions for the youth (18 to 35)

-          A bill aimed at reducing Government spending and wastage

-          A bill seeking to empower counties, Governors and devolution for that matter

-          Price controls for basic commodities such as unga, kerosine and milk

-          Zero taxes (zero rating) on cement and motorbikes

-          And a bill to check impunity

21.                        WELFARE

I shall ensure that there are safety nets for the vulnerable

I shall launch a disaster fund to cater for unexpected emergencies in the constituency

I shall also support and strengthen community welfare associations in towns so that the sick, those in accidents or the deceased can be catered for.

I shall also strengthen the University Students Associations and even help them secure Ministry of Education bursaries. 

22.                        GOOD GOVERNANCE

I consider myself to be a true democrat hence my insistence on overseeing a democratic administration that practices and respects human rights, justice, fairness, equity, cohesion, equitable distribution and allocation of resources.

Non discrimination on the bases of age, gender, clan or religion shall inform my decision-making

It wont be easy achieving all the above mentioned objectives, but with your support and God’s blessings, the sky shall be the limit for our constituency
